Local Mental Health Trust receives “excellent” report in annual health check

The Healthcare Commission’s latest annual health check has rated the quality of services provided by Gloucestershire Partnership NHS Foundation Trust as “excellent”, the highest rating possible.
The report published today (18 October) covers the 12 months up to 31st March 2007, before we became an NHS Foundation Trust. The report confirms that we have met all the Healthcare Commission’s core standards and each of the government’s national targets, including provision of crisis resolution services and a comprehensive child and adolescent mental health service.
New national targets that we have achieved include infection control, improving the quality of life and independence of vulnerable older people by supporting them to live in their own home, increasing the numbers of drug users in drug treatment programmes and improving quality of life by reducing health inequalities and adult smoking rates.
In summary the Healthcare Commission said “Based on our assessment, Gloucestershire Partnership NHS Trust provided an excellent quality of service to patients, having made significant improvements compared to the previous year. It managed its finances adequately and also made improvements”
The rating also takes into account the views of local people who use our services as expressed through the national patients’ survey. This report tells us that 77% of patients rated the services they received as excellent or very good.
On the financial front we were rated as ‘fair’ for use of resources, which is an improved rating on our 2005/06 score. The Healthcare Commission take the last two years into account, meaning that the overspend in the 2005/06 financial year has affected this year’s rating. Financial management, internal control and consideration of value for money were assessed as “good”. All financial targets were achieved in 2006/07. In July 2007 we were authorised by Monitor - the independent regulator – to become a Foundation Trust and were awarded a financial risk rating of 4 on a scale of 1 – 5, where 5 is the highest.
Shaun Clee, Chief Executive, said “This is fantastic news for staff, recognising the dedication, commitment and hard work that they have put in throughout the year. The rating reaffirms that Gloucestershire residents can be reassured that the mental health, substance misuse and learning disability services which they receive are considered among the best in the country. However we are not complacent and look forward to working with our staff and governors to make further improvements in 2007/08.

sector who work collaboratively with us to work towards providing seamless
services for people.

improvements in NHS patient experience by 2008, substantially reduce mortality
rates by 2010 from suicide and undetermined injury.
